I couldn't figure out a clear reason during my multiple tests, but I've narrowed it down to the "modifier" value under "technology. Apparently too low of a value prevents you from making ships. I confirmed that by raising it for the Americans in one test, and lowering it for the Europeans in another. I tried leveling up Kongo's naval technology into the 30's in some other test, hoping it eventually allows any kind of ship, but that didn't work.

Adding insult to injury, african and new world natives can't build ships, cavalry or cannons before they've westernized. Latin tech group is western european countries. The colonizers would be latin tech group, almost certainly. So you need to neighbor them first though that does encourage them to stomp on you. Aha okey, well I have some provinces in South america that are bordering english colonies, does that mean that all i have to do is reach a certain level in the different technologies like land, naval, governemt and so on?
